      Because high-tech and modern management have integrated in circulation industry, a tidal wave of its new round development has come into emergence worldwide. Its development degree is used as one of the important symbols to measure a nation's modernization level, industry level and national aggregate strengths. China's circulation industry is just at the initial stage of industrialization and has some deficiencies. Strengthening and consummating public management is a necessary guarantee for the healthy development of China's circulation industry.
