      Strong financial functions are of utmost importance to economic growth. With the entry into 1990s, in the transformation process of Russia and East Europe, financial functions begin to weaken, which is harmful to real economy in varied degrees. Such trend as the devolution of financial function also takes place in China during the transformation of banking system. It is high time to protect financial functions and strengthen the linkage between financial system and real economy.
