      加入WTO以来,我国对外贸易摩擦日益加剧,一些跨国公司也已逐步占领某些产业高端环节,给我国产业发展造成了巨大压力。进入入世后过渡期,随着保护国内产业安全的有关行政措施的取消,在替代保护手段还不成熟的情况下,将给我国产业安全提出更为严峻挑战。因此,为维护我国产业安全,必须加快建立和完善维护产业安全的组织体系、政策措施、法律体系以及产业损害预警机制。

      Since China's entry into WTO, its foreign trade frictions become increasingly severe and some TNCs have controlled the high-end procedures in some industries, which has brought on great pressures to the development of China's industry. In the post-WTO transitional period, with the elimination of some protective administrative means for the safety of domestic industry while alternative protective methods are not yet well developed, the industrial safety in China will confront more severe challenges. Therefore, in order to maintain the industrial safety in China, we must establish and improve the organizational system, policy measures, law system and pre-warning mechanism against the damage to industry.
